Do you mean one of your followers? I would block the person all together if they are causing any kind of problem for you. I'm not sure if thats what you meant though? I hope you figure out a way to fix your problem.
Yes, you can. go to "setting" and then to "comments". There are bullets you can select which will allow you to exclude "anonymous" commenters on your blog.
I know it can be scary if you get a weird comment. I stopped accpeting comments alltogether until recently....Hopefully that helps!
